Datapoint Floor

A structural mechanism that prevents zero-collapse in the aggregation chain. A single missing structural signal does not drag the parent vector to zero; instead, each datapoint has a configured floor reflecting the structural minimum it can reasonably produce given absence of evidence rather than evidence against. Floors keep AS reports stable and interpretable when partial data is collected.
